"The last bit of news we received at E3 was that KOEI has no plans to localize Samurai Warriors 3: Empires (Sengoku Musou 3: Empires) for an overseas release. However their decision could possibly change. The deal with Nintendo to release Samurai Warriors 3 exclusively on the Wii, its poor sales figures, and the lack of the core game on the PS3/Xbox 360 may have contributed to this decision. The game will still be released in Japan for the PlayStation 3 on August 25, 2011."
Even though there is a possibility that it may end up being released outside of Japan, it seems extremely unlikely considering we didn't get SW3Z. Though, I blame Koei for SW3 Wii's poor sales over here as releasing it for the Wii was kind of a stupid move in the first place.
