13 slots total. We have 10 characters revealed so that's 3 remaining slots. Who hasn't been revealed yet? Xu Huang, Xu Zhu, Cao Pi and Pang De.
It is looking extremely likely that Pang De has indeed been cut. There was a rumor list somebody had leaked that listed names of new characters we'd be getting and that Pang De and Zuo Ci would not be returning. So far, the leak has been correct about all of the new characters (even Lian Shi) so it looks like it's pretty accurate. I'd say there's a high chance that we are not getting Pang De back this time around.

because I have a serious Shu bias. Jia Xu is probably one of the most promising new adds. I am so looking forward to him. And I totally forgot that Wei lost Sima Yi... so they should have like, at least one other new character to replace him. :| Plus Pang De.
